Obtaining grant financing in 2026 requires applicants to demonstrate clear legal compliance, financial transparency, alignment of the project with the programme's objectives and adherence to social and environmental standards — these are the criteria that determine whether funds can be awarded.

1. Legal status and documentation

  • Legal registration: recipients must be officially registered legal entities or sole traders (FOP) in accordance with Ukrainian law.
  • No outstanding debts: the vast majority of programmes require the absence of tax or credit arrears.
  • Submission of the required documents: meeting the requirements for project documentation, business plans, activity reports and plans for the use of funds.

2. Alignment with the programme's objectives

  • A clear project goal: the project must match the funding priorities — infrastructure recovery, community support, business development or social assistance.
  • Sector focus: some programmes are limited to particular sectors, for example energy, agriculture, IT or social initiatives.
  • Strategic significance: preference is given to projects that support regional development, create jobs and strengthen community resilience.

3. Financial requirements

  • Co-financing: most programmes require a mandatory contribution from the recipient of between 20% and 50% of the total project budget.
  • Transparency and reporting: transparent accounting and regular reporting on the use of grant funds are essential.
  • No double financing: state and international support must not be duplicated within the same project.

4. Qualification requirements

  • A suitable team: the team must have experience delivering similar projects and include qualified specialists.

5. Social and environmental requirements

  • Environmental compliance: sanitary and environmental standards must be met, particularly for industrial and construction projects.
  • Social responsibility: supporting workers' rights and freedoms, upholding gender equality and including socially vulnerable groups.
